LOCAL NOTICE TO MARINERS No. 23(T) of 2021

COVID-19 - Commercial Vessels

This notice replaces Local Notice to Mariners 07(T) of 2020 which is hereby cancelled.

Notice is hereby given that from 17th May 2021, new UK Government rules apply to those arriving in England on commercial vessels from overseas.

The new rules, which are designed to protect public health in England, are now based upon which country, or countries have been visited in the 10 days prior to arrival in England. Countries are now graded as Green, Amber, or Red. See the Governments Red, amber and green list rules for entering England website.

The new rules, as applicable to Seafarers, can be found at the Governments Coronavirus (COVID-19): jobs that qualify for travel exemptions website.

Depending upon which countries have been visited, completion of a Passenger Locator Form, Quarantine or COVID-19 testing may be required.

Masters of vessels calling into Cowes, in all circumstances, are to submit their Maritime Declaration Health (MDH) to their Appointed Agent. The Appointed Agents will forward the MDH on to the appropriate authorities.

In the MDH the Master of the vessel should also indicate the origin of the ship, when it left the origin port, and all ports where the vessel has docked during the 10 days prior to arrival. Ships must also report anyone on board the vessel who has in the last 10 days been to a country or area with a high risk of coronavirus - see coronavirus advice for travellers - or if they have been in close contact with a confirmed case of COVID-19 infection within the 10 days prior to the vessel arriving in Cowes.

Advice is also available from the NHS online coronavirus service if anyone has been to one of the identified places in the last 10 days.

Every effort is being made to ensure that Cowes Pilots have not been to a country or area with a high risk of coronavirus or been in close contact with a confirmed case of COVID-19 infection within the last 10 days.
