Designated Person

The safety of the harbour is Cowes Harbour Commission's overriding objective and as harbour authority, CHC is required to comply with the Port Marine Safety Code (PMSC) and this includes appointing a "Designated Person."

The PMSC applies to all harbour authorities in the UK that have statutory powers and duties, such as Cowes Harbour. The “Duty Holder”, the Cowes Harbour Board of Commissioners, is directly accountable for the safety of marine operations in the harbour, with operational responsibility delegated to the Harbour Master and his Deputy Harbour Master. The Commissioners have each been assigned portfolio areas of specific oversight and Jason Losty currently holds the ‘Safety & Security’ portfolio.

In accordance with the PMSC, Cowes Harbour has an appointed “Designated Person” with direct access to the Board who provides independent assurance about the operation and effectiveness of the Commission’s Marine Safety Management System and compliance with the PMSC. 

Capt. Martin Phipps MBE is currently the “Designated Person” for Cowes. The “Designated Person” undertakes an internal audit of Cowes Harbour Commission’s compliance with the PMSC annually, whilst an external audit is conducted every three years. The Commission is also required to provide the Maritime and Coastguard Agency with a statement confirming compliance with the PMSC every three years.
