Construction of new dock Rear of Alexandra House, 19 Birmingham Rd, Cowes
Please see below an application for a Works Licence for the creation of a new dock to the rear of Alexandra House, Cowes.

The scheme was granted planning permission in November last year under reference P/01327/11. The application was described as a jetty, although technically it is a dock measuring some 75 m2. The dock will be constructed alongside the existing harbour wall and will be supported by 10 piled timber posts. The scheme will involve:
1) Clearing the existing site of debris and tipped material
2) Sinking wooden piles into the mud using a digger located on the existing seawall.
3) Construction of timber decking on top of the piles
An MMO licence has been applied for (application ref MLA/2012/00026), submitted on 19th January 2012.
The OS coordinates of the proposed development are as follows:

Cowes Harbour Commission is advertising a Works Licence application for the construction of a sheet piled wall backfilled with dredged ballast with an overlay of a reinforced, 200mm of concrete slab.

Location: Britannia House, 9 Fountain Quay, Cowes, PO31 7AR (Adjacent the Red Funnel Red Jet terminal).
Description of Works: The construction of a sheet piled wall 2.6m x 10m x 2m to the side of Britannia House and backfilled behind with ballast (as dredged). Overlayed with 200mm of reinforced concrete slab, with timber fender around the top edge.

Works Licence application no W02/11
The RNLI aquired the Old Customs House building in July 2009 with the aim of making it their new lifeboat station in Cowes. The new lifeboat station will be located on the west bank of the River Medina at the entrance to Cowes Harbour.
The development will significantly improve RNLI operations in Cowes as the new station will have better training and maintenance facilities and will reduce emergency response times by 4 minutes compared with the current facilities which are located on a pontoon berth further up the River Medina.
The proposed development consists of the civil and marine engineering works that are required to allow the refurbishment of the Old Customs House building and an addition of a slipway suitable for launching an inshore lifeboat. The construction of the slipway will comprise the following works:
- Sheet piling to protect the end of an existing slipway
- Dredging of approximately 350m3 at the toe of the new slipway
- Driving of steel tubular piles to support the slipway deck
- Erection of a steelwork suspended deck supported by the piles
An overview of the works is shown on the attached drawing, ‘Proposed Slipway General Arrangement’.

Works Licence application no W01/11
Cowes Harbour Commission is advertising a Works Licence application for the installation of a new navigation beacon to mark the northern extremity of the Shrape Mud at East Cowes.
Location: 370m NW of Old Castle Point on the 2m below chart datum contour in position:
50 46.09N; 01 16.90W
Description of Works: A steel or GRP pile will be driven into the seabed and fitted with a red can top mark, flashing red light and a tide gauge.
It is hoped that the installation of this new navigation mark will prevent the grounding of numerous small craft on ‘The Shrape Mud’ each year.

Dredge and Works Licence application for Cowes Town Waterfront Trust
Cowes Harbour Commission have published a Dredge and Works Licence application for the maintenance dredge of up to 11250m3 of deposited silt and mud from Cowes Yacht Haven. The maintenance dredge aims to return the depth to that depicted on Admiralty chart BA279. The works will be carried out in tandem with the maintenance dredge of Cowes Corinthian Yacht Club as detailed in Works Licence Application 03 of 2010.

Co-ordinate 1 is the head of the access bridge to the marina i.e. the end of walkway. Co-ordinate 2 is the north-west end of the outer (seaward) hammerhead pontoon.
Description of Works
Clearance of Existing Marina and Walkway
Mobilise to site with crane barge.
Disconnect and float pontoons to depot at Medina Wharf, Arctic Road, Cowes, Isle of Wight, PO31 7PG and dismantle. The access bridge and piles will be lifted by crane barge and removed from site to Medina Wharf.
All wood planking will be removed from walkway to expose the old corroding supporting steel work. Cut away unwanted steelwork in sections down to sea bed level and lift all arising onto crane barge. Remove all materials and debris from site via workboat and barge as necessary.
Steel will be delivered to local recycling plant and timber will be recycled. The remainder of arisings will be delivered to an authorised disposal facility. The contractor is a registered waste carrier.
Construction of New Marina and Walkway
All materials will be delivered to site by crane barge, or floated in the case of pontoons, from Medina Wharf, where they will have been initially stored and assembled as necessary following delivery by sea and road as necessary.
Mobilise to site with crane barge. Drive 11 no. new 406mm diameter x 14 metre long steel piles to suit new permanent marina layout as per Mackley Construction drawing reference T09/320/MC/01. Pile lengths will only be varied from that stated to suit ground conditions encountered during the works.
Install 12 no.12 metre long x 1.96 metre wide ducted walkway pontoons and 16 no. 5.0 metre long x 0.6 metre finger pontoons as per drawing. Pontoons are constructed with a galvanised steel frame and composite timber deck, with 40mm thick concrete encased closed cell polystyrene with stainless steel reinforced flotation units.
Drive 2 no. 406mm x 14 metre long steel piles with crosshead bracing and install 18 metre access bridge.
Drive 4 no. 406mm x 14 metre long steel piles with crosshead bracing and construct 24 metre x 1.5 metre walkway (2 12 metre x 1.5 metre pontoon decks) with kee klamp handrails both sides.
Lift wooden planks and bearers from section of existing elevated dry storage platform (position as shown on drawing for crane support) and drive 3 no. 406mm x 14 metre piles with bracing and make good with triangular spreading plate.
All piles will be driven by vibrating hammer and, if necessary to achieve full penetration, by impact hammer.
Duration/Timing of the Project
It is proposed that removal and clearance work is carried out in November and/or December 2011 to allow for maintenance dredging of the marina area in January 2011. The replacement marina and walkway works will then be carried out in February 2011. Exact timing of the work will be dependant on agreed dredging commencement dates and so may vary from the above within the period October 2010 to March 2011.
Title
The scheme is to be implemented in an area leased from the Crown Estate, the funder of the scheme. The existing lease between the Crown Estate and the Club will be surrendered and replaced by a new lease effective from 1st October 2010 that will provide for the new facility to be leased for a period of 25 years.

Cowes Harbour Commission (CHC) has published a Works/Dredge Licence application for the bed levelling of the boat hoist dock at Medina Wharf.
Works Licence application no W02/10.
Location: Medina Yard frontage south of the chain ferry in position: 50 45.27N 001 17.51W.
Description of Works: The area of the hoist dock (20m x 6m) to be bed levelled using a plough to remove an accumulation of silt and increase the available water to the charted depth.
Harbour Legislation: The Piers and Harbour Act of 1936 gives CHC the powers to dredge and deepen the harbour. The Harbour Revision Order 1989 gives the power to consent works. CHC consent will therefore consider and determine all issues in respect to safety of navigation. CHC must however comply with the requirements of the European Habitats Regulations and Marine Works (E.I.A).
