Eastern Channel and Shrape Breakwater Extension

Phases 2 and 3 of the Cowes Outer Harbour Project (OHP) will see the dredging of a new Eastern Channel and the construction of an extension to the Shrape Breakwater.

Background Information - 2014 & 2015
The protection provided by the new Cowes Breakwater is assisting the long-standing strategic partnership between Cowes Harbour Commission (CHC) and the Government's Homes and Communities Agency (HCA) to move further towards the completion of the full harbour protection works and the development of the HCA’s planned new marina at East Cowes.

In December 2014, the HCA announced the selection of Camper & Nicholson Marinas and Westcourt Real Estate, subject to contract and planning, to bring forward the new 2.6 hectare waterfront development at East Cowes to include the new 400 berth ‘Victoria Quay’ marina. In March 2015, an agreement was signed between Camper & Nicholsons, the HCA and Westcourt Real Estate to permit the development of the Victoria Quay site in East Cowes. The agreement is subject to certain conditions including funding, planning, and building.

Camper & Nicholsons Marinas and Westcourt Real Estate issued a press release on 7th November 2015. Negotiations are ongoing to secure the developers’ contribution towards funding the delivery of the remaining phase of the harbour infrastructure works, in partnership with the HCA, namely the construction of the Shrape Breakwater extension and improved harbour access and navigational safety by the dredging of a new Eastern Channel.

September 2016 - Project Update

Detailed negotiations are still ongoing with the Homes and Communities Agency (HCA), the HCA’s development partners Camper & Nicholsons and Westcourt Real Estate, and CHC’s potential contractors, with a view to carrying out phases 2 and 3 of the harbour infrastructure (Shrape extension and Eastern Channel), plus the HCA marina dredge, in 2017.

However, this is still reliant on CHC concluding the 'Harbour Infrastructure Funding Agreement' with the HCA and their developers that will enable the funding stream to flow for the phase 2 and 3 works, and for the HCA to complete on the current conditional agreement with their East Cowes development partners.

October 2016 - Background information
The planned new 'Victoria Quay' marina in East Cowes is a Government/Homes and Communities Agency (HCA) led project and part of the Isle of Wight Council’s and Government regeneration plan for East Cowes and the Medina Valley. The marina is to be delivered by the HCA’s development partners, Camper & Nicholsons Marinas and Westcourt Real Estate.

Integral to the East Cowes regeneration project is the completion of the harbour protection programme, the Cowes Outer Harbour Project (OHP) for which CHC has been mandated to deliver the harbour infrastructure elements as the Harbour Authority. The primary objective of the OHP is to provide Cowes with a ‘true sheltered harbour’ that will maximise the harbour’s potential and create a catalyst for investment, to deliver growth in marine services and employment for the benefit of harbour users and other stakeholders.

May 2017 Outer Harbour Project update:
At Cowes Harbour Commission's Annual Public Meeting, the audience was told that CHC continues to work on its commitment to the government’s Homes and Communities Agency (HCA) and the Isle of Wight Council to deliver the harbour infrastructure as part of the £50 million investment into the regeneration of East Cowes.

The optimised design, consents and costs for the proposed Eastern Channel dredge and Shrape breakwater extension are completed. The ‘Harbour Infrastructure Funding Agreement’ with the HCA and their development partners VQEL (Camper & Nicholsons and Westcourt Real Estate) is nearly ready to sign. CHC is ready to place the construction contracts for the dredging of the Eastern Channel and Shrape extension; however, however, it was emphasised that this is still conditional on the marina developer completing and securing the funding that will enable delivery of the remaining harbour infrastructure works.
